If the Rules section is in the Main Setup file,do the following:
- In the Navigation pane, click Authentication.

- On the right pane, click the Advanced tab.
- Tick the check box of the Enable section permissions.
- On the Navigation pane, create a new role through Roles.
- Add a Sections permission and do the following configurations:
- Allow: choose Selected ;
- Sections Path: set to Rules

- Add a Setup permission and do the following configurations:
- Tick the Main file check box
- Access: set to Apply;
- Locking: set to None

- Assign a User to the Role created
On the other hand, if the Rules section is in an include file, do the following:
- Follow steps #1 to #6 in the previous instruction above.
- Add another Setup permission with the following configuration:
- Add include.xml location path to File section of Setup (ie. /home/gelo/gateway.setup.7039.include.xml) ;
- Access: set to Apply
- Locking: set to None

- Assign a User to the Role created
